After reflecting upon your observations, comments, and advice. My take-away composite of the comments made by Mathew, Joshua, and Tom is that we must define who needs the envisioned service, in what format might it be most helpful, and what about sustainability the initial and continued cost borne by publishing participants?
To identify hardware and software is an operational concern, but knowing strategically what to do with such an investment, us quite another. Robert and I will consider and evaluate the suggestion to “rent” cloud space for initial demonstrations to potential collaborators.
